邁向世界環境公約

摘要：

2017 年 9 月，法國總統馬克宏於聯合國大會上提出《世界環境公約》的 提案，期望能在現有公約的輔助下，明確環保相關的基本人權。此公約將環境 相關的各類原則與議題涵蓋於統一框架之下，強調在法律效力上的原則與執 行，以約束各締約國的行為。該公約將有望於 2020年前獲得批准並生效。

Toward the Global Pact for the Environment

Abstract：

Proposed by the French President Macron, the Global Pact for the Environment was submitted to the UN General Assembly in September 2017. It aims to serve as a binding, universal “umbrella text” synthesizing the principles outlined in the Rio Declaration, the Earth Charter, the World Charter for Nature, and other legal instruments shaping global environmental governance. It links human rights and the environment. Hopefully it will be adopted by the end of 2020.
