從流亡藏僧的簽證到在臺流亡藏人的生存，流亡藏人面對臺灣政策的不友善，致使弘傳佛法及在臺流亡生活陷入困境。臺灣有一群無法取得臺灣身分證或居留證的西藏人，以難民的身分在臺灣流亡。在臺流亡藏人幾乎是由無居留證、無工作權開始其臺灣人生，其職業以擺地攤及工地勞力工作為多。因為無法取得臺灣合法身分，流亡藏人拿不到身分證或居留證，無法合法工作，也沒有健保，生重病得自籌醫藥費，致使流亡藏人在臺灣的生存陷入工作及健康的困境。從在臺流亡藏人的視角，秉持達賴喇嘛人類一體性的教導，以與臺灣同行的共好精神，推出引進流亡藏人加入臺灣移工行列的策略，開展臺藏共好的實際行動。

From visas for exiled Tibetan monks to survival in Taiwan, what exiled Tibetan are facing is an unfriendly Taiwanese policy which has caused difficulties in teaching dharma and led to survival difficulties for Tibetans exiled in Taiwan. There is a group of Tibetans in Taiwan who cannot obtain Taiwan identity cards or residence permits, and live exiled in Taiwan as refugees. Most exiled Tibetans in Taiwan started their life in Taiwan without a residence permit or the right to work. They tend to seek work, illegally, at street stalls or on construction sites. Because they cannot obtain legal status in Taiwan, they lack identity cards or residence permits, have no health insurance and cannot find work legally. They have to pay for their own medical expenses when they are seriously ill. Adhering to the Dalai Lama’s teaching on the unity of human beings, and in the spirit of the common good, a strategy of introducing Tibetan exiles as migrant workers in Taiwan has been launched. Hopefully it will serve the common good of both Taiwan and Tibet.
