「台灣東南亞結社權工作網絡」及東南亞結社權現況

本文以台灣非政府組織「亞洲公民未來協會(Asia Citizen Future Association, ACFA)」的實踐經驗出發,聚焦於本會在2024 年發起並組建的跨區域網絡「台灣東南亞結社權工作小組」(Freedom of Association in Taiwan and Southeast Asia Working Group, FATASEA)。透過此網絡的運作與研究成果,本文旨在呈現結社權於台灣與東南亞所面臨的多重挑戰,並探討公民社會跨國網絡在區域人權發展中的角色與意義。
在公民社會同時面對議題繁多、組織存續困難以及公民空間持續緊縮等多重挑戰之際,FATASEA 的成立可視為公民社會嘗試透過聯合行動應對逆境的一項企圖。本文首先將簡要介紹亞洲公民未來協會(ACFA)的倡議與願景,並說明東南亞公民空間緊縮的趨勢及台灣作為潛在支持基地的角色,特別聚焦於結社權及其受限的狀況。其次,本文將分析FATASEA 的形成過程、運作模式與研究成果,並進一步討論台灣與東南亞各地公民社會如何回應當前的公民空間緊縮趨勢,以及其在未來可能展開的行動方向。

“Taiwan Southeast Asia Freedom of Association Working Network” and the Current Situation of Freedom of Association in Southeast Asia

Abstract:
This article draws on the practical experience of the Taiwan-based NGO Asia Citizen Future Association (ACFA), focusing on the establishment of the Freedom of Association in Taiwan and Southeast Asia Working Group (FATASEA), a cross-regional network it initiated in 2024. Through the operation and research outcomes of this network, the article explores the multiple challenges facing freedom of association in Taiwan and Southeast Asia, and examines the role and significance of transnational civil society networks in regional human rights development. At a time when civil society is confronted with issue proliferation, organizational survival difficulties, and the continuous shrinking of civic space, the creation of FATASEA can be seen as an attempt by civil society actors to confront adversity through joint action. The article first introduces ACFA’s advocacy and vision, and explains both the trend of civic space contraction in Southeast Asia and Taiwan’s potential role as a support base, with particular attention to restrictions on freedom of association. It then analyzes FATASEA’s formation process, operational model, and research contributions, and further discusses how civil society in Taiwan and across Southeast Asia is responding to the current contraction of civic space, as well as possible directions for future action.
